About Windemere SDD
Welcome to the Windemere Special Dependent District (SDD)
The Windemere SDD is a Special Dependent District established under Hillsborough County ordinances 86-37 and 88-27-E. It is governed by a Board of Trustees and operates independently from a Homeowner’s Association (HOA). This means the SDD does not handle individual property owner concerns or code enforcement issues.
Our Purpose & Funding
Windemere SDD is funded through a Non-Ad Valorem Assessment on annual property taxes. This assessment is a fixed amount, not based on property value, and is used to maintain and enhance the subdivision’s common areas, such as:
- The entrance to the subdivision
- The retention ponds on Gnarled Oak and Windsor Oaks
Similar assessments cover services like street lighting, solid waste disposal, and stormwater management.
Properties Included in the District
The Windemere SDD includes all properties within the original Windemere Subdivision of Lutz, Units I, II, III, and V, specifically:
- Sterling Silver Circle
- Windsor Oaks Ave
- Southern Lites Ave
- Gnarled Oak Ave
- Willow Branch Ave
- Swan Lake Ave (from 18242 north to Sunset Lane)
Note: Properties in The Oaks at Windemere are not included in the district.
Board of Trustees
The Board of Trustees is composed of resident volunteers who dedicate their time to overseeing the district’s operations. Meetings are posted on the website ahead of time and held on the second Monday of the month, as needed, at:

Board Member Qualifications:
- Must be a registered voter within our district
- Must own or rent and reside in a home within the district
Our Mission
To responsibly manage the tax assessment funds to ensure the best possible upkeep of the subdivision’s common areas, maintaining a high standard for our community.
